Five Main Urban Centers by 2040
As part of the new strategy, Dubai will be divided into five main urban centers—each with its own function and focus:
Historic Center: Deira and Bur Dubai
The cultural and historic core will undergo revitalization to preserve traditional architecture and strengthen community life. New public spaces, pedestrian zones, traditional markets, and cultural activities will be created.Downtown Dubai and Business Bay
Dubai’s current business district will continue to develop as a global hub for business, finance, and tourism. Plans include upgrading transportation hubs, creating green spaces, and pedestrian promenades.Dubai Marina and Jumeirah Beach Residence (JBR)
This area will remain the main center for leisure and hospitality. Beaches, waterfront promenades, and pedestrian infrastructure will be expanded with an emphasis on ecology and tourist appeal.Expo 2020 District (Dubai South)
The former expo site will transform into an innovation and technology hub. It will support startups, research, logistics, and aviation. The new district will connect to the expanding Al Maktoum Airport.Dubai Silicon Oasis (DSO)
A technology and education district focused on smart living, research, and development. Plans include new schools, universities, and technology incubators.
More Green, Less Concrete
Dubai aims to become a city with a high quality of life, which means more nature. By 2040, green spaces are set to double. Parks, reserves, and corridors for pedestrians and cyclists will form the natural backbone of the city.
A total of 60% of the emirate’s land will be dedicated to natural and recreational zones, aiming to improve microclimate, air quality, and green accessibility for residents.
Modern Infrastructure and Transport
A strong focus is placed on mobility and smart transport:
A new Blue Line metro will connect key areas like Expo District and Silicon Oasis.
Over 3,300 km of pedestrian and cycling paths will be created.
Autonomous and zero-emission transport, including flying taxi concepts, are being developed.
Al Maktoum Airport will expand with a capacity of up to 260 million passengers per year, aiming to become one of the world’s largest airports.
Creative Districts and New Attractions
Dubai also invests in culture and experiences. A key project is the Al Quoz Creative District, offering space for artists, designers, startups, and cultural institutions.
New attractions include:
Saih Al Salam Scenic Route – a themed trail with open-air cinemas, markets, and nature experiences.
Green Spine – an ecological highway of the future lined with trees and smart transport.
